Hello Dr. O’Neal, and Classmates,
According to research a budget that portray the input of resources, along with the output of services for each unit of an organization. The government uses this type of tool in order to portray the relationship between taxpayer funds and the result of the services given by the federal, state or local governments(Investopedia,LLC,2018). However there are attributes of performance budgeting such as accountability to the taxpayers. Another attribute is that it allows for communication to the public about goals and priorities. Of course, we all want to know where, and how our monies(taxes) are being spent(Investopedis,LLC,2018). Yes I believe the same attributes can be utilized at the federal level . The 2 attributes ,accountability, along with using the tool of communication, will definitely lessen the chance of funds being misappropriated even at all levels of the government.
Research states that performance budgeting has been attempted at the local level in recent years all over the country. However there are a few issues of performance budgeting. These issues entail “a potential for disagreement of where spending priorities should lay, in the case of a government with multiple agencies”(Investopedia, LLC,2018). Another issue of performance budgeting involves the lack of a unified cost standards for all agencies. Along with the above issues, there is the issue of department manipulation of data, and the lack of flexibility (once inputs/outputs are set) (Investopedia, LLC,2018 ).
