SITUATION: IS THIS SOMETHING THAN CAN BE LEGISLATED?


Identify the problem/concern: The suicide rates in Florida are high and have been on the
rise in the past few years. According to Florida Health Charts (2018), the rate of suicide
in the state is 14.1 per 100,000 people. This rate has increased from 3.5 in 2010 and thus
is a wary trend mainly because it affects the youth. Despite having licensed counselors in
the state, the rates of suicide remain wary and an approach to combat the same should be
implemented to ensure proper prevention and intervention methods.



State your proposal/idea.
My proposal requires the training of school teachers in
suicide risk assessment and intervention. Since a good number of the victims include
children and youth, it is crucial that the assessment of such risks can be conducted in the
schools. Overall, the training will include mandatory training for teachers from
kindergarten to secondary school level. In the future, before employment by the district
school board, teachers will need to undergo a short course for suicide assessment and
intervention.

BACKGROUND: DO YOUR RESEARCH


Include studies, reports, personal experience, or anecdotal stories related to your
proposal. This proposal arises from my experience with suicidal children when working
in Miami. I had at least five experiences with children under 15 who had attempted
suicide and were undergoing care in the clinic. Further research revealed the issue as a
huge health care problem in the state. The experience further triggered research and
according to Florida Health Charts (2018), the trend of suicide has been gradually
increasing maintaining at 14.1 in both 2016 and 2017. The Florida Council for
Community Mental Health (2016) has also reported that the rates have constantly been
above the national average with the most affected being the youth and children.
Furthermore, their research has shown that suicide is among the top five causes of death
for each age group in the state.

The suicide problem is not unique to Florida and other states have noted the
increase and implemented several legislative measures. A law which will be effective in

2020 requires applicants for licensure for psychologist in California to receive a
minimum of six hours training in suicide assessment and interventions. State Sen. Sean
Bowie of Arizona has introduced a similar bill to the house requiring that teachers receive
a hands-on training on suicide prevention.

ASSESSMENT: FINANCES AND STAKEHOLDERS


Identify financial impact if any (e.g., added costs, cost savings, increased revenue):
This bill prevents the financial burden of organizing workshops in every county
for teachers to attend the training. Therefore, the main cost will include the organization
of the workshops and facilitating the trainers to train the teachers. Furthermore, the
arrangement will require that the current lot of teachers be trained when the schools are
closed to avoid interruption of the school calendar.

The school districts would support the bill because it includes safeguarding the
