Dominican converted to a Learning Management System (Canvas). Canvas is hosted in the cloud at instructure.com. The prior system, Blackboard, was hosted on a Dominican Server in the IT Server Room in Lewis Hall. Background: Suppose you were in charge of Information Technology at a small liberal arts college with an enrollment of 3,000 students and a faculty and staff of 300. Currently the faculty and staff and students are using the learning management system Blackboard located on one of the college's servers. The college would like to outsource the learning management system to reduce the time and expense of owning and managing in house software and hardware.

The State of Maine is Most Responsible for the Problems in the new Medicaid claims system
The project had delays for many reasons avoidable, had the state taken time to consider its
decisions and involve all the stakeholders in the development process. Had the state hired the
right consultant for the job, it would have been easier to bypass some of the problems faced by
the project. Lack of experience from the consulting company created the first problem for the
state, as it took longer to try to write up programs that incorporated the HIPAA guidelines.
The state received advice to outsource for the system and manage them, but they went ahead
with the decision to develop a new system from scratch. Their reasoning was justified, as it
would be easier to develop a customised system that incorporated all the desired features. They
would also be confident to manage the system they built themselves better than an outsourcer did
but they did not put into consideration the fact that developing a new system could be more
expensive and time-consuming. Meeting the deadline set for states to streamline their services
and revert to an online platform would not be achievable given the complexity with which the
