Yes, the public administrators should discharge their duties strictly to the laid down
rules as proposed by Max Weber. Studies have indicated that Weber's model for bureaucracy
is most useful for administration, especially in political units. The rules proposed by Weber
confines the public administrators in serving to the best interests of the citizens of a nation
without advancing selfish interests (Milakovich, & Gordon, 2009). Max Weber noted that
there was a need to bring order to the current administration and the only way to do so was to
come up with bureaucracies that were considered to be rational, efficient and ones that would
bring honesty and improvements on administration.
Through these rules, the decisions made by the public administrators, for example, must
be connected to the laid procedures and orders and are exempted from the influence of the
friends associated with the public administrators. Through these procedures, it is possible to
have a blend of professionals who qualify to head the public administration but not a
