Introduction

The United States Senate Committee on Health, Education, Labor and
Pensions (HELP) was created in an earlier form, in 1869. Initially, the committee’s
jurisdiction was purely on education matters, but in 1990 labor matters such as equal
employment were added into its mandate. In 1999, health issues were also added into its
jurisdiction, leading to the then chairman officially working towards crafting the name
‘Health, Education, Labor and Pensions (HELP) Committee’. Today, HELP is led by the
115th Congress committee chairman, Lamar Alexander, and is comprised of 22 senators. The
committee is also composed on three subcommittees, with each dealing with one of the three
components; health, education, and labor issues. The public health jurisdiction of HELP
encompasses the agencies in the Health and Human Services department, including FDA,
CDC, and NIH. In relation to labor issues, the committee deals with issues relate to the
National labor relations Act and the bureau of Labor statistics. The committee’s mandate also
encompasses biomedical research and development activities, and issues touching on arts and
humanities. The committee is responsible of generating proposals to any changes in the
health care system, on labor issues such as minimum wage, and on education matters.
The Committee as per major Theories
Descriptive and normative theories can be utilized in explaining how this committee
works. As per the descriptive theory, the committee was established with a purpose, and this
purpose is normative to a certain extent. This committee, which acts as an independent
institution, has a clear jurisdiction, and committee members have established various means
of achieving the set purpose. As per descriptive theory, HELP is headed by a specified
committee, and the actions of this committee are affected by the acceptable practices within
the institution. The legislators understand their role in the committee, and they strive towards

promoting people’s welfare and creating conditions which allow Americans to flourish. The
committee does not simply strive towards promoting the agenda of a special interest group,
but rather promotes the interest of the society as a whole (Kelley, 2009)
The historical aspect of the Committee
HELP was established to deal will issues related to Health, Education, Labor and
pension. However, this has not always been the case, as the committee’s name and
jurisdiction has changed significantly over the years. In 1869, the senate committee on
Education was established, and its mandate entailed dealing with education issues only. By
1870, the senate began receiving a lot of labor related petitions which were at the time
handled by the Committee on Naval Affairs. Most of these late 19th and early 20th century
labor legislation, concerning to working conditions of federal employees and issues of
minimum wage, were all referred to the committee of education. The committee rose into
prominence due to its ability to address various issues including the National Labor Relations
Act of 1935 and the Walsh-Healey Public Contracts Act of 1936, as well as the Fair Labor
