BRIEFING STATEMENT
Emergency Planning
“This years flu outbreak is one of the worst in 10 years, ” Emergency Management Plan is based
on the company standard as a coordinated organizational response to the Flu outbreak. Effective
assessment and planning will reduce the impact of the emergencies on the quality of care
provided to our patient base.
The initial assessment will include information/data gathered from interview and examination of
the patient to be used in individualizing the patient care needs and to provide the patients
progress. Reassessment occurs with significant change in the patients health status and diagnosis.
Mitigation
This phase of emergency management involves proactive efforts to minimize the severity and
impact of a potential disaster and reduce the potential for an event to occur. Pursuant to the
results of risk assessments, the Safety Officer will assist with the identification and
implementation of appropriate mitigation efforts.
In an effort to provide optimal patient care, the care needs of each patient will be determined
through a systematic approach in the collection and analysis of data. These care needs will be
consistent with the mission of the Health Care Organization. The goals of the visit and the
patients desire for care and the patients response to previous care and treatment.
Coordination with Community
The medical needs of patients during this outbreak are of high importance to our organization.
Our organization have a clear and reasonable plan in place to address the needs of our patients
during this crisis.

Environment of Care Committee and Governing Bodies
It is the company’s policy to cooperate with all applicable laws, rules, and regulations. The EOC
will meet with the community, county and state agencies
Once emergency measures are initiated, the logistic leader will utilize our vendors lists for
essential supplies and services. We will also reach out to our partnering health care organizations
for additional resources (if available). Those decisions will be made by the designated personnel
and or logistic leadership
Program Implementation and Processes
The organization maintains on hand supplies that may be required for an extended emergency at
all times. For those with short shelf life and those that require continual replenishing we will
contact our suppliers immediately upon suspecting a shortage or influx of patient volume.
The plan will consist of continually monitoring inventories required for the Flu season and for
the aftermath. We have a contractual agreement with the pharmaceutical supplier to replenish
and distribute supplies. Formal agreements and arrangement have been made with organizations
and local health department who can provide adequate care and assistance, provided we are
unable to do so
Recovery
To assist in the planning of the recovery process, departmental leadership will continually assess
the risk level associated with the flu epidemic. This phase is to quickly re-establish business,
continue the provision of care and maintain financial stability

Problem
The organization has recently been a victim of health issues that are connected to the air
conditioner system. Some employees have been affected by contracting respiratory diseases such
as pneumonia which has come to my understanding that the current air conditioning system
installed throughout the entire building is not functioning in the normal way. This issue has
become severe over the past two weeks with a couple of employees contracting fatal infectious
pneumonia. Some of the complaints presented by the employees include breathing problems,
headaches, and fatigue as well as the general feeling of illness. There are also some signs of
fungal growth on the air conditioning systems which suggests that the employees are most likely
to be exposed to fungal spores which can potentially cause respiratory issues. As the financial
coordinator, the primary concern here is that a lot of employees have been calling in sick and this
slows down the operations of the organization. Therefore, it means that the general income will
decline eventually, causing some financial problems to the organization at large.
Solution
The health care issue should be dealt with immediately before it becomes a bigger problem. I
recommend that the air conditioning system is replaced with a new one. After calculating the
cost of repairing the entire air conditioning system, it is clear that the installation of a new system
is going to cost slightly cheaper. After installation of the new air conditioning system, there

should be regular clean up to ensure that there are no molds or bacteria that grow or breed there.
The new system will be monitored for the first one month to analyze its performance concerning
the cases of respiratory diseases among the employees. Apart from installing a new air
conditioning system, the organization’s building should have an Internal Air Quality assessment
done to help ensure that there are no molds that have grown in the building. The evaluation will
also provide that the different gases in the room are at the right levels to minimize cases of
respiratory illnesses. The organization should be able to catch up and return to its previous
financial levels if the recommendations are followed effectively. However, these
recommendations should be employed immediately to assure this financial restoration. Finally,
the remaining employees who have not been affected by the respiratory diseases should receive
pre-treatment before the other sick employees resume to work which will reduce the probability
of these employees contracting the illness them a chance to maximize on their skills to restore
the organization’s financial condition.
In the 2013-2014 Flu outbreak, there was urgency in mitigation strategies in order to
reduce the fatality of the disease. A different range of interventions was employed in order to
reduce the transmission. The main purpose of these interventions was to buy time before the
formulation of vaccines. In spite of the rapid effectiveness of these interventions, they were very
costly in terms of the social and economic perspective. With the high mortality rate as well as a
high potential to spread rapidly, CDC emphasized on a number of non-pharmaceutical and
pharmaceutical public health control options. Although the pharmaceutical methods or options
played a crucial role to reduce transmission, the technicality and significance of the nonpharmaceutical approaches cannot be avoided (Hickmann, 2015). These approaches or options
included postponing of public events, closing down of schools to reduce social contacts as well
as the use of masks and hand washing to minimize transmission rates through the air.
