Background Information
People who have decent homes may largely be unfamiliar with the concept of
homelessness. But the truth of the matter is that homelessness is a serious issue in many
countries globally and here at home. The term homelessness is used to describe circumstances
when a person or people do not have a permanent dwelling. This includes having either a
personal or rental house. Homeless people usually experience serious living challenges such as
lack of regularly recommended meals, and most essentially are not able to get and maintain
regular, enough, secure and safe housing. According to the Annual Homeless Assessment Report
(2016), the status of homelessness is on a decline in the US. However, this seems not to be the
case in California.
California's level of homelessness is on the rise according to Allen (2018). The statistics
indicated in Allen (2018), article reveal that the homeless population in California has grown to
in excess of 134,000 people. This is attributed to the slow rate at which California state
government spending on the initiative aimed at lowering the level of homelessness. Currently,
California is the states with the highest level of homelessness population. However, it’s good to
note that this is not a recent challenge but it’s an issue that has been in existence in California for
many years. This calls for immediate intervention to solve the homeless problem in California.
