The research project proposal will discuss the nurse staffing shortage in the health sector.
The patient to nurse ratio is a critical topic in healthcare provision; it has a significant influence
on the quality of health services provided. The primary reason for the selection of the topic is
that nurse staffing is an important issue in the health sector. High nurse to patient ratio derails the
provision of medical services to the patients; in worst cases, the patients leave the hospitals in a
poor state than they came. The paper presents a proposal that will discuss the nurse staffing
shortage in the health care sector; it will present a theoretical background of the issue and the
data collection methods of the research.
Background and Significance of the Problem
The demand for healthcare services rises due to various reasons such as the rising ageing
population. The older adults have more medical needs than other age groups. This means that
nurses will be required to attend to the older generation than the younger ones. Chronic illnesses
are common to older people and nurses have the responsibility to educate and care for the
patients with such diseases. Chronic diseases include diabetes, obesity, cancer, dementia, and
arthritis among others (Goldsteen, Goldsteen, & Goldsteen, 2016). Registered nurses are the
largest group of medical practitioners in the United States; however, the vacancy rate for
registered nurses continues to increase.
The demand for nurses in hospitals and community health centers continues to grow, but
the absorption rate of trained nurses is relatively slow as compared to other occupations. The
bureau of labor statistics projects that the growth will be at the rate of 16 percent in the year
2024, which is faster than other occupations. The shortage of nurses is due to various reasons
that arise due to the complexity in the sector. One reason is the low number of new nurses due to

the existence of few faculties, the few that exists has the tendency of turning away thousands of
prospective students. Another reason for the shortage of nurses is the steep growth in population
across several states (MacDiarmid et al., 2012). This means that the ageing population is higher
than the younger population, which calls for more medical attention towards them.
The Affordable Care Act (ACA) and patient protection increased access to healthcare
services, which in turn has led to an increased demand for nursing services. Increasing access to
the services means that the current personnel will be constrained. Reproduction rates are also
high which requires the attention of nurses in the intensive care section. The demographic shift in
the nurse population indicates that majority of nurses are retiring, which has caused a shortage
since the period of training new nurses is long thus creating a gap. However, various departments
have attributed the problem to the nursing schools. The blame rests on the schools for their
failure to increase their annual enrollment of student due to the scarcity of nurse training
resources.
A report by the American Association of the college of Nursing indicated that nursing
schools refused to admit 79,659 qualified students from graduate nursing programs in 2012.
Reasons for their refusal were that the institutions lacked enough; clinical sites, clinical
preceptors, classroom space and budget limitations (American Association of Colleges of
Nursing, 2017). Nurse staffing shortage is a significant issue in the health sector since nurses are
the primary caregivers to patients and their services are of great importance. Therefore, in a
situation when there is a shortage, it means that the sector will be greatly affected. The roles the
nurses play in the sector create a necessity for discussing their shortage in the hospitals.
