Emergency Management and Response offer a method for comprehending the
vulnerabilities and risks of an area, as well as determining the course of actions which may be
used in minimizing future destruction of property and loss of life in case a disaster occurs
(Burby, 2006). Based upon the Disaster Mitigation Act of 2000 that mandated pre-disaster
planning to control and minimize the disaster assistance cost, emergency management and
response is also a federal requirement. This Act encompasses the requirements which the
local and state governments have an approved strategy or plan of hazard mitigation and
emergency management and response which should be updated after every 5 years to be able
to apply for and get federal grant finances via any assistance programs of the hazard
mitigation. In 2015, California restructured and updated its local plan for multi-hazard
mitigation. On 1st August 2016, the document was officially and formally adopted
(Campanella, 2006). The offices of the Hazard Mitigation prepares yearly reports as part of
documentation and ongoing review process to summarize important activities and actions
which affect both execution of current mitigation project and future efforts of planning. This
paper intends to examine the emergency management and response as well as well hazard
mitigation plan in the United States, especially California.
