Introduction
In a world which is perfect, schools and other learning institutions could be places where
students could focus on learning while teachers could concentrate on teaching and educating
students without being bothered by external threats or concerns such as terrorist's attacks.
However, the world in which we live in is not perfect. In today's world, it is essential to have a
plan for learning institution security is necessary. The changing nature of the education system
and with developments such as free schools and academies there are many implications such as
safety and security of the students and the academic materials and facilities (Department of
Education, 2018). Besides, there are legal consequences and issues on the reputation that arises
when learning institutions fail to provide security for students, staff, physical assets, and critical
information.

Access control in education is necessary for learning institutions to control and protect
staff, students and academic assets (Nancy, 2015). It also enables the institutions to expand
controlling measures for example single entry point and larger integrated control systems.
Access control also has great potential in the integration of HR and other systems such as
attendance and time, management of visitors, and detecting intruders that may pose security risks
to students and staff. Access controls to educational institutions to protect students and staff are
essential elements of access control in the education industry. Some people may have thoughts
and plans to cause harm to students and teachers or steal educational assets and facilities and
confidential data. In the education sectors, one of the most forms of access control which are
overlooked is natural barriers which control movements in and out of the learning institutions. In

this paper, I will explore how access control is applied in the education sector. I will discuss
various elements of access control applied in the education centers such as policies, Guidelines,
and standard, procedures, Issues and concerns and budgets.

Policies

Access control policies are a set of requirements which outlines how access is managed
and who may get access to information, or gain physical entry into a learning institution under
which circumstances. The federal government, state government, and learning institution's
administrations play an important role to ensure the safety of students, teacher, and security of
data and other facilities within the institutions. The governments through the department of
education's and legislation have developed several policies which aim at controlling in schools to
ensure the safety and security of the students (Brock, Kriger & Miró, 2017). States and schools
are on the front line in making access and control policies. The federal department of Education
programs has a policy which ensures that all schools get funds to implement access control
programs to the sure safety of the students.

Federal Action on School Safety in the 2000s

In 2000 during the administration of George W. Bush, the Congress expanded school
safety programs policies which were implemented during the reign of President Clinton and even
created new ones. The Congress a created a policy which aimed at ensuring the safety of
schools, for example, the Secure Our Schools program which required that all schools get a grant
to acquire modern security equipment and systems to ensure control of access of the education

institutions (Brock, Kriger & Miró, 2017). In 2002, another program was launched to prevent
and reduce gun violence in schools.

Federal Commission on School Safety

The commission was formed by the US president, Donald Trump to come up with
various policies and programs which can promote safety in schools. The safety of schools is top
in the Federal government's agenda, and this is mainly implemented through control and access
programs (Brock, Kriger & Miró, 2017). The commission recommended several actions to be
taken to ensure safety in schools these covered arrange of issues such as effective school safety
infrastructure.

School Security in Public Schools Policy
The department of Education is charged with the duty of implementing security measures to
ensure the security and safety of students, staff and to protect properties and school facilities
(Department of Education, 2018).
Visitors and Intruders on Public School Premises policy
The heads of the learning institution have the primary responsibility of managing and controlling
the school (Department of Education, 2018). They are charged with the duty of monitoring and
controlling all people within the premises of the school and to ensure security and safety and
welfare of students, teachers in the schools.
