History of US Agency for International Development, Center of Excellence on
Democracy, Human Rights and Governance
Through an executive order, the USAID (United States Agency for International
Development) was created by President John F. Kennedy in the year 1961. This agency was
established to lead the efforts of the US government with regard to humanitarian as well as
international development. The creation of the USAID agency resulted in several existing
foreign organizations & programs being brought together for the sole purpose of providing
foreign assistance under one agency.
A department in the agency that has played an essential role in providing foreign
assistance has been the DRG (Center of Excellence on Democracy, Human Rights and
Governance department). The focus of this department is majorly on advancing policy changes,
sponsoring research projects via a network of academic partners as well as working with field
missions in an effort to come up with innovative programs. Additionally, this department is
usually called upon to offer technical assistance during times of crisis and also manages global
mechanisms.
In summary, the main reason as to why the DRG department was established was to
improve the quality as well as the impact of democracy, human rights & governance as per the
broad mission of the USAID agency.
Organizational design
The USAID has a functional organizational structure. The head of the USAID is an
administrator who is assisted by a deputy administrator who is appointed by the US president &
confirmed by the Senate. The integrity, effectiveness as well as the efficiency of USAID’s
activities are supported by the office of the inspector general.
