In a hostage crises, is it ethical for a government to agree to grant a terrorist immunity if he releases the hostages, even though the government has every intention of capturing and prosecuting the terrorist once his hostages are released?

Governments play a significant role of protecting their citizens against terror attacks. Therefore, the government will ensure that hostages are saved from the hands of terrorists and minimize causality cases. As such, it is ethical for law enforcers to lie to terrorists purposely to save hostages. This is because the government prioritizes in safeguarding lives of its citizens.
Arresting the terrorists comes after the hostages have been retrieved safely despite any agreement the government might have made with them because in doing so they prevent such attacks from happening in the future (Garner, 2007 p.502). Arresting the terrorists will show the people that no one is above the law and that anyone who breaks the law will face judgment (The Week, 2016). It will still be considered ethical if the government arrests terrorists it had previously promised an immunity if in doing so the hostages were released without any harm.
The government cannot be accused of lying if they falsely compromise terrorists’ immunity in a hostage situation and later arrest them. It is so because the people expect the government to do anything to protect its citizens (McBain, 2016). Some people will view such a situation to be wrong but it is always the best option at such times and it proves to be fruitful and hostages get to be saved (Garner, 2007 p.504). It does not actually matter what means are used in saving hostages because if the process is successful, people always celebrate and they are even more if the terrorists get to be arrested and charged by the law.

Hostage crisis is a phenomenon which involves various ethical and unethical issues involved ,as the hostage crisis is ethical for the government and authorities to offer various hostages for the supply terrorist immunity which are to be launched. The main motive of the government is to safeguard the community. The citizens of USA are saved by employing such hostages and when hostages are unrestricted in such situations they are on high alert to save people from threats before they are averted (Taillon, J. P. D. B. (2002).Often world wide such situations are seen commonly employing various procedures to save people before the incidence of hostage crisis. If government offers the terrorist immunity to have the hostage released in many cases the later stage is captured keenly.Folloeing are the suggestions :
Programs are to be employed where prisoner exchange or meeting programs are facilitated for them.
Hijacked residents abroad are to be facilitated for the exchange programs by USA.
In USA various unlawful programs are advocated such as pushing the schooling is always considered as a extra fact.
The detainees who are captured by the terrorists ,household individuals ,including friends and family’s are to be clarified about the grant of the immunity. This has to be clarified by American government by third parties(Taillon, J. P. D. B. (2002).
Examinating the pointers as mentioned above by the third parties is a recommendation to be supported as doing that immunity is provided to various prisoners ,from prosecution to the third party, which could assist further the various hostages.Americas law is quite different in some aspects as the discripency shown on the hijackers considering from which family they are and also the instance foreign terrorists story in the recent past where the own family member is captured in Somalia.Fines and penalities are left to the person by the materialistic evidences found from the crime scene (Taillon, J. P. D. B. (2002).
