Societies throughout time have always established ways to maintain law and order. The
need for instilling obedience in line with the maintenance of law and order led to the creation of
jails to house offenders as a form of punishment or awaiting punishment. Therefore, this study
examines such establishments which include jails and prisons. It further compares the two
systems basing on the security levels and offers insight into the factors influencing their growth.
The Role of Jails in Corrections
Corrections is the element of the criminal justice system which punishes criminals in an
attempt to rehabilitate or correct the offender. The process requires the seclusion of criminals
from the rest of the population hence the role of jails. Jails have played a critical role over the
years in societies for holding offenders for punishment. They date back to ancient times and were
solely used as a means of detention. It was a temporary house for offenders until they were fined,
acquitted or subjected to corporal punishment (Hansan, 2012). The purpose was to confine an
individual before punishment which consisted of fines, public torture, embarrassment, flogging,
branding, and execution for capital crimes.
Early jails in America housed suspects before disposition and held those convicted for
less than a year. They were managed by local sheriffs. Today, jails are utilized to hold people,
including detainees prior to trial. They house offenders awaiting sentencing or transfer to prison.
