In this regard, cultural competence advocates for recognition of the convergence and disparity between those values of the dominant society with those of the historically underrepresented, oppressed and underserved populations. There should be equal access and opportunity in employment, education, housing, health care and services, criminal justice, social services and among other areas regardless of race.
