Public administration Professor Smith President Clinton’s and Obama’s healthcare policies This two polices had unique features but different approach towards making health matters effective. Bill Clinton health bill dates back in 1993 which was meant to make the cost of Medicare affordable to all citizens. Initially the medical care has been so costly which made even the medium class people not able to afford the services. At this time there was a high cost of living and hence many were serving. The bill was introduced by the president then bill Clinton and the wife worked on its implementation. Through this bill, the government was able to control the huge costs directed to doctors and other practitioners in the medical world. This policy involved putting measures in place. The economic and political status of the citizens will be affected by this bill since all the employers and employees will be required to produce an insurance cover for their lives and work place. Initially the government would use the health maintenance organizations or preferred customdesigned remuneration package. This means the package will make insurance companies scramble for business empires in order to provide these services. At long run there will be business boost for insurance firms and hence the availability of medical funds will be so easy. Comparing this with Obama healthcare bill, there is a slight difference. This bill came to effect in 2010.This policy also promoted the issues of forming alliances at the regional level which makes even the average people able to get health insurance. This meant that the state would subsidize the cost of the medium class people. This bill was aimed at making a balance between the rich and the poor. The urgency of this policy was the state of high medical bills and high cost of living which needed to be offset. There are many economic, political and social environments that affected this bill (Peterson, 2011) At first the doctors were afraid that they might be forced outside the insurance that the doctors run. This meant to them that they might lose control over setting prices on medicine, services and on insurance companies. The economical class would oppose this because the control of income will be more to the government since it’s the one to initiate the same .in the political arena, the congress raised a concern about the number of people who would benefit from this scheme since making a mandatory for all it would make the project more expensive. Most of the politician also opposed it since it will bring more power of operation to the government than to the people. There was outcry with labor unions since most manufacturers lost jobs by moving to the low cost operation side in Mexico (Peterson, 2011). The concept was similar with Clinton’s bill though it differed in terms of the structure. The goal of this bill was also to lower cost and make care affordable. There was a plan also to improve life of citizens and help those who could not get insurance from their working place .This bill came to amend the earlier bill since the taxes were very high and there was much spending a lot of general revenue. This would cost the citizens a lot of money hence raising the standard of living. The bill proposed to lower cost of emergency rooms and also the chronic illness. The preventive care cost was also to be adjusted in order to be made available to everyone and prevent loss of life. The subsidy given from Obama health care was from the high income families. There was a decree also to ensure everyone has got and insurance for healthy premiums. This bill affected the social class since whoever did not purchase these premiums will face a tax for evading the same. This bill has its own challenges in that it taxed the high income earners so heavily and discouraged hard work on hospitals and other medical offices. Reference Tesler, M. (2012).
