Assignment Description

In this assignment, you will analyze the federal policy chosen including the development of the policy and evaluate its effectiveness and feasibility. Remember that the feasibility of a policy relates not only to its economic feasibility, but also to its political and social impact. You will also identify the policy constraints that inhibit the policy from most effectively reaching your targeted population.

Use your Social Work Speaks Policy textbook and National Association of Social Workers Code of Ethics to guide your analysis. Continue to consult the Library of Congress, the Government Accountability Office, public policy analysis research and reports, and other peer-reviewed research to support your analysis.

Assignment Instructions

To complete this assignment:

  1. Analyze the development of your chosen federal policy. In your analysis, consider these components:
    • What are the goals of the policy? How well have the goals been met?
    • Does the policy seem to ignore, impede, or strengthen the social functioning of the target population? To what extent does the policy meet or improve the social values of the target population?
    • To what extent does the policy adhere to best practice ethics and best practice standards? If the outcome of your analysis is that best practice ethics and standards are not being adhered to, include that information in your analysis as well.
    • What are the implications connected to the social justice problem that your chosen policy addresses?
  2. Evaluate the effectiveness and feasibility of the policy. Consider how well the policy has met the needs of your target population and to what extent it improves the social justice problem you initially researched.
    • Is the politically, economically, and administratively feasible?
    • Does the policy adequately address the problem it was created to solve, or does it further oppress the target population? Does the policy improve conditions or further exacerbate the situation?
  3. Identify the policy constraints that inhibit the policy from addressing the problem for the chosen population. Have other constraints arisen since the passage of the policy that have made conditions worse or better for the chosen population?
  4. Propose recommendations for a new or amended policy based on your policy analysis. Support your recommendation with a clear rationale and scholarly, peer-reviewed literature.

Introduction

Temporary Assistance for Needy Families (TANF) is one of the most controversial
policies in the history of U.S internal aid programs. It’s now more than twenty years since the
famous TANF policy dominated the headlines and brought hope the poor and needy families in
the U.S. Up to date there is very little that the policy has achieved and has left those concerned
wondering how to achieve the objectives of the policy. Initially, the policy would offer cash and
other financial assistance to needy and poor families as well as offering a range of subsidized
services to genuine low-income earners. The policy has achieved some of its objectives and fails
to deliver a few of its promises as well for the last twenty years (Falk & United States, 2008).
This policy was once considered as a game changer for low-income American citizens that has
not been the case. The purpose of this paper is to discuss TANF policy with respect to what it has
achieved since its inception, what is yet to be achieved under this policy, and but not limited to
recommendations for its improvements.
TANF has achieved to some extent what it intended to for the twenty years that it has
been in place. Its achievements are in reference to cash assistance, block grants, work
