1. Introduction
The adverse impacts of scandals have resulted in a detrimental impact on the
Los Angeles Police Department (L.A.P.D). The Rampart scandal of the Los Angeles
police organization is one of the scandals which negatively impacted on the reputation
of the Los Angeles department (Barker, 2011). The paper will carry out an evaluation of
the Rampart police scandal and its impact on the law enforcement of the entire police
service. The paper will also expound on the major players of the scandal and how the
scandal affected the relationship of the police to the community. It will also explore how
the police discretion practices resulted in the scandal. The changes that were made
following the scandal are also explored in the paper.
2. Analysis
2.1. Summary of the Law Enforcement Scandal
Rampart Scandal was a law enforcement scandal that involved officers in the
Rampart division of the LAPD (Los Angeles Police Department). Rampart Division was
located in the downtown of Los Angeles, Rampart was the most populous in Los
Angeles. The division was also the busiest in terms of criminal activity and service. In
the 1970s and 1980s, the violent crime rate in the division increased exponentially. The
violent crimes that were prominent in the area were drugs dealings, gangs, and
weapons. This increase in crime rate in the division provided the basis of forming
anticrime units that were famously called CRASH (Community Resources Against
Street Hoodlums). CRASH was constituted by Daryl Gates, the then head of LAPD.
According to Bricker (2008), the kind of officers who were chosen to undertake these

tasks were those were brave enough to talk to the gangs. The intention of Gates was to
form a unit where the officers could mix freely with the gang members with an aim to
gather intelligence pertaining the violent groups which would be used to prevent or
mitigate the crime.
