When did August offer accepted by Indians?

Question description

During Pre- Independence Lord Lithlin announced that India will participate in Second World War in 1939.

To convence Indians that may August Declaration in 1917 and they gave some liberty to them.

But it is not accepted by them. so,again they gave the same as August Offer in 1940. we accepted this. They made some better condition now. Gandhiji naratted that as Post Data Cheque.
