There are currently 2.3 million criminal offenders being held in the countrys states and prisons and an additional five million are under the authority of the correctional system. The largest majority of this population is drug offenders which consist of the drug user, drug seller, and criminal that committed crimes in order to obtain drugs. In 1990 the number of criminal drug offenders being held in American prison was slightly less than a million but by 2009 the number of drug offender being held in American prisons was closer to 1.8 million. The result has been overcrowded prisons and a high rate of recidivism. The growing drug population was the result of the War on Drugs. The War on Drugs was a legislative move by the Reagan Administration to curb the growing drug population in society by creating harsh sentencing polices for drug offenders (Richardson, 2009). The growing drug problem was the result of the Civil Rights movement and the drug culture that emerged. Instead of the drug problem disappearing with the Civil Rights movement the problem continued to spin out of control. The new sentencing polices would require the drug offender, including just the drug user, to serve longer prison sentences.
