Japan and the United States deal with varying issues and degrees of crime, incarceration and supervision. There are varying degrees of how the two systems deal with incarceration of offenders under their jurisdiction. Japan adopted the westernized world style of penology along with systems of law and legal administration between 1862-1912. Prior to 1868 Japan was more of a German institutionalized penal system. The Prison Law of 1908 provided basic rules and regulations for prison administration, stipulating separate facilities for those sentenced to confinement with and without labor and for those detained for trial and short sentences. Japan's correctional system is run by the Correctional Bureau of the Ministry of Justice. The correctional Bureau of the Ministry of Justice administers the adult prison system as well as the juvenile correctional system and three women's guidance homes, which rehabilitate prostitutes. The Ministry's Rehabilitation Bureau operates the probation and parole systems. Compared to the United States, our criminal justice system is operated on a federal and state level administration. Therefore we have federal prisons, state prisons and private prisons, as well as jails.As of March 1994, the Japanese prison system held some 45,000 prisoners in its fifty-nine institutions capable of holding
