From 1958 to 2001, tuition increased at a rate of 6-9%. This was approximately 1.2 to 2.1 times the rate of inflation. (College Board, 2012, p. 4). The cost of attaining a bachelor's degree has outpaced inflation over these decades (Roe, 2012, p. 1). The average tuition and fees increased by 6.3% ($344) at four-year public colleges between 2005-2006, and 2006-2007 academic years. The tuition and fee is just two thirds of the total budget for college education. There was an increase of 4.1% in the average total fee and tuition at two-year public colleges during the same period (College Board, 2012, p. 4). If the rate of increase continues, the average cost of attaining a bachelor's degree in the future will soar further (Roe, 2012, p. 1). The cost of earning a bachelor's degree has increased over the years because of the known benefits in the job market. Bachelor's degree holders earn approximately $800,000 more than their high school diploma counterparts. As a result, most parents today push their kids to go to college to obtain a degree. This in turn, has compelled colleges to invest more in learning infrastructure to accommodate more students and attract the brightest causing the increase in cost (Roe, 2012, p. 1). Gra
