Schools must educate each student without regarding the type and extent of their disability (Turnbull et al., 2010). STEP 2Many students with disabilities were barred from all kinds of education in public schools in years before 1975 when the IDEA Act was passed by the congress. By this period, the congress found that one million children were excluded entirely from public schools because of their disability. Their educational needs were not met and they did not receive educational services. The families involved were forced to look for educational services outside public schools at their own cost (Turnbull et al., 2010).STEP 3The purpose of the principle of zero reject is to provide equal opportunity to all children regardless of their physical and mental ability. It includes provision of special education to ensure that students with disability educational needs are met and have access to educational services without straining their families financially. STEP 4To date, some schools still reject some students with disabilities.
