Police officers were solely focused on street crime and the growing cyber crime but after 9/11 the identification of potential terroristic threats in American society also became a responsibility of law enforcement. Federal law enforcement agencies under the authority of Homeland Security are responsible for identifying, investigating and apprehending terrorist threats while state powered police agencies are responsible for intelligence gathering, conducting terrorism-related investigations, and coordinating with Homeland Security. In the past terrorism was not part of the responsibility of state law enforcement agency except for in states were domestic terrorist acts had occurred before. States, such as New York, Georgia, and Oklahoma suffered domestic terrorist acts that resulted in the development of better police responses and in 1997 select cities began receiving funding for domestic preparedness related to weapons of mass destruction through the federal Nunn-Lugar-Domenici Domestic Preparedness Program (CSG, 2006). Despite this effort terrorist prevention was not high on the list of priorities for these states or their law enforcement agencies.
