This speech is definitely fact due to the information given. The Ex-President went over facts of the intrusions to the United States and other countries committed by a common enemy. He stated how the attack was carried out and that there had to have been prior planning before the attack. The speech was given on December 12, 1941 and the attack to our nation was carried out on December 7, 1941, hence before the speech was given, facts were gathered to come to a conclusion that we were at war.
