Because of the recent economic downturn, the number of prisoners incarcerated for property crimes, such as grand thefts and burglaries, has been on the rise. The evacuation should be led by an evacuation team responsible for organizing and overseeing the development and implementation. Potential violent offenders in prison are criminals that commit crime such as rape or murder or are members of gang but there are also violent offenders that are the mentally ill.
