Congress is separated into different sections, including the Senate and the Houseof Representatives. It is the job of congress to review bills, debate them and either reject them, orpass them to the president for approval. The process of passing a law is not an easy one,however. Members of congress must answer to their contingents and many will not agree to passa bill into a law if it does not agree with what they are trying to accomplish while serving thegovernment. Obamacare is a recent federal health care policy that has recently taken effect whichraises multiple issues of federalism. Following we will review exactly what it takes to become alaw in the united States, and why Obamacare raises these issues of federalism in our currentgovernment.In order for a bill to become a law it must go through many stages. The first step is to beintroduced to the House of Representatives and to the Senate. Each branch assigns a committeeto review the bill. The next step is for the bill to be discussed and debated and revised as needed.If the committee is satisfied, they send the bill back to the House or the Senate for approval.
