In order to eliminate the chaos and ensure an effective response no matter the type of incident that occurs, planning is essential. Major incidents, such as natural disasters, causing major destruction or loss of life or even a violent shooting in a public place can be devastating. It is important to reduce the impact to the public through critical incident planning. Public service agencies are tasked with responding to these critical incidents and need the proper guidance to respond appropriately and effectively. In this scenario authorities rescued an almost-6-year-old boy named Edward from his nearly week-long captivity in a bunker with a gunman Gerard Lee. The incident begins when the little boy is kidnapped from the playground. Police quickly located the gunmen who had fled into the woods with the kidnapped boy and holed up in a bunker a hundred yards away. After hours of negotiation police made the decision to enter the bunker after hearing gunshots. Police used smoke grenades to mask their entry. The gun man had a M4 rifle and began firing at police. Police returned fire killing the suspect instantly. Emergency response command post was set on grounds around the bunker and critical incident team immediately took control of the scene.
