The movements play a significant role in the maturity of democratic systems. It is the movements that enhance the mobilization of the people to fight for their civil rights. When opportunities arise given the misalignment of the elites, pacts develop (Slater & Wong 2013.p. 717-733). The agreements emerge from the encounter of the reformers in institutions and moderate of the social movements. If an active civil society in the participated pacts finds opportunities opening up, they form unions that increase the democratization processes. The democratization paths become troubled when the authoritative regime thwarts the development of any form of the autonomous association upon the emergence of the opportunities. The suddenly mobilized opposition develops violence with the repression system. Any division and defection among the security apparatuses, resources and skills increase the chances of civil wars and coups dtat.
