Due to this fact the blame lies with the organization and its culture. In order for people in an organization to accept deviant behavior as being the norm it first must be a norm in the organizational environment. Normalization of deviance is a gradual process that occurs as members of the organizational team shift their viewpoint to agree with the majority of the group. People desire to fit in and will accept even what goes against what they think is right or wrong. The Challenger launch is the most famous case of normalization of deviance and the theory is in part due to this incident. In the Challenger launch NASA sent a teacher into space on a spaceship but directly after launching the Challenger exploding killing
