According to the United States Department of Justice the goal of the DHS is to secure America's borders for any further threats or attacks as well as to provide an effective response in the event of any natural disasters. The main goal of the department is to put into place appropriate counterterrorism measures and to thwart any further terrorist attacks and to protect critical infrastructure and cyber networks from attacks. One of the first duties of Homeland Security involved President Busch's Operation Nobel Eagle where 35,000 military Reservists and National Guard's men were called up in the war against terror. Before the attacks on American soil on 9/11 the military played a very small role in securing the domestic borders of the nation or even in responding to criminal events in actions. After 9/11 the role of the Department of Defense began to change to include responding to the domestic attack by international terrorists and in defending the nation's borders. In a report to Congress, the author, Steven Bowman, defined the new role of the Department of Defense in being more involved in working closely with federal, state and local agencies in their homeland security activities to secure America's borders and
